Water resistant means the products or materials will do a pretty good job of repelling water for a short period of time but eventually, it will soak through.

Waterproof means the product or material is completely protected and sealed that will prevents water from penetrating it at all.

Reason is, for some product, most people use their water resistant gear or smartphone while in the pool.
